The Pension Fund informs about the changes contained in the Law of Ukraine “On the simplification of the mechanism of participation in the mandatory state insurance” dated 04.11.2022..

It provides that persons who have reached the age of 16 and are not pensioners have the right to additionally voluntarily pay (or for their benefit – third parties) insurance contributions to pension insurance.

Through the Unified state web portal of electronic services (Portal Diya) or the web portal of electronic services of the Pension Fund of Ukraine, a person enters into an agreement with the Pension Fund of Ukraine in electronic form by joining the Standard Agreement on voluntary payment of insurance contributions.

Identification is carried out by using a qualified electronic signature, electronic identification system “Bank ID”, other means of personal identification.

The person determines the amount of insurance premiums, their periodicity and terms of payment.

Amounts of paid insurance contributions are credited for the month in which the funds were deposited into the account of the Pension Fund of Ukraine. This month will be counted towards the insurance period, for this month the salary will be taken into account/increased to calculate the pension.

If, taking into account the voluntarily paid insurance contributions and the actual paid by the employer for the insured person, the salary exceeds the maximum amount from which the insurance contributions are paid, part of the insurance contributions will be credited to the following month’s account.

Information about the payment of contributions to the personalized accounting system is entered automatically by the Pension Fund of Ukraine upon the fact of crediting the funds and will not require the submission of any reports.

The notification of payment will be sent to the personal account of the insured person to whose benefit the contributions have been paid, on the web portal of the Pension Fund of Ukraine.

If, on the basis of the contract on the voluntary payment of insurance premiums, the insured person will pay, for example, UAH 2,000, then taking into account the rate of the single contribution of 22%, this corresponds to a salary of UAH 9,090.91. That is, the monthly salary (income), which will be taken into account when calculating the pension, will increase by more than UAH 9,000.

The adopted Law also regulates the issue of charitable donations by legal entities and individuals – impersonal or personalized (addressed to a specific pensioner).

70% of the personalized charitable donation will be directed to the pensioner specified by the benefactor.

Depersonalized charitable donations and 30% of personalized charitable donations will be used by the Pension Fund of Ukraine for the payment and delivery of pensions in the solidarity system.

The law entered into force on 30.11.2022. No later than three months from this date, the Pension Fund of Ukraine, in agreement with the Ministry of Social Policy of Ukraine, will approve the Standard Agreement and the procedure for its conclusion, the Procedure for accounting for the amounts paid/payable to the accounts of the Pension Fund of Ukraine, and the Procedure for the payment of charitable donations and payments of its part to the pensioner.
