On August 16, the Cabinet of Ministers adopted changes to the Procedure for the use of funds provided for in the state budget for providing support to farms and other producers of agricultural products. This Procedure defines the mechanism for the use of funds provided in the state budget under the program “Support of rural farms and other producers of agricultural products” (hereinafter referred to as budget funds), which are provided for the purpose of ensuring uninterrupted production of agricultural products, increasing the level of food security and economic stability of Ukraine.
The main administrator of budget funds and the responsible executor of the budget program is the Ministry of Agrarian Policy. The manager of the lower-level budget funds is the Ukrainian State Farm Support Fund (hereinafter – Ukrderzhfond) and its regional branches.
Recipients of budget funds are farms and other producers of agricultural products (hereinafter referred to as recipients).
In order to receive budget funds, information about the recipient must be entered in the State Agrarian Register.
The recipient must own and/or use from one to one hundred and twenty hectares of agricultural land or own from three to one hundred cattle (cows), identified and registered in accordance with the law.
In the event that a land plot owned/leased by the recipient is transferred by him for use to another person on the basis of a lease or sublease agreement, only the lessee/sublessee has the right to receive budget funds for one hectare of agricultural land.
Budgetary funds are provided to provide support in the following areas:
– budget subsidy per unit of cultivated agricultural land (1 hectare) for carrying out agricultural activities;
– a special budget subsidy for keeping cattle (cows) of all productivity areas.
The recipient can use one of the directions defined in this point once.
An application for receiving budget funds is submitted through a personal electronic account to the State Agrarian Register by recipients.
An electronic signature of the recipient based on a qualified electronic signature certificate is applied to the application.
– agricultural purpose (1 hectare) for carrying out agricultural activities — in the amount of 3,100 hryvnias per 1 hectare, but not more than 372,000 hryvnias for one recipient;
– a special budget subsidy for the maintenance of cattle (cows) of all productivity areas is provided for each cow owned by the recipient, identified and registered in accordance with the law as of the date of submission of the application, in the amount of 5,300 hryvnias per cow, but no more than 530,000 hryvnias for one recipient.
The application for receiving budget funds is submitted using the software of the State Agrarian Register from September 1 of the current year. The deadline for submitting an application to the State Agrarian Register is November 15 of the current year.
In order to receive a budget subsidy for a unit of cultivated agricultural land (1 hectare) for the implementation of agricultural activities, the recipient, together with the application, uses the software of the State Agrarian Register to enter information about the area of agricultural crops and plantations of fruit and berry crops, hops and grapes.
If budget funds are used in full, applications are not registered.
Applications received after the deadline for their submission will not be considered.
Ukrderzhfond verifies the submitted applications and information about the recipient contained in the State Agrarian Register for compliance with the requirements of this Procedure, determines the amount of budget funds for each recipient within the limits of budget allocations, monthly using the software of the State Agrarian Register forms lists of recipients in terms of the directions for the allocation of amounts of budget funds, taking into account the sequence of submission of applications and submits them to the Ministry of Agrarian Policy by the 10th of the month following the reporting period.
Ukrderzhfond, with the help of the State Agrarian Register, notifies the recipient of approval or refusal to approve the submitted application, indicating the reasons for refusal, and in case of approval, concludes contracts with the recipients on the provision of budget funds and, within five working days from the date of receipt of funds from the Ministry of Agrarian Policy, transfers them to the current accounts of the recipients, about which the Ministry of Agrarian Policy is informed within two working days days
