On June 3, at a meeting of the Cabinet of Ministers of Ukraine, a resolution was adopted that introduces the principle of extraterritoriality in the state registration of land plots. This means that from now on, the decision to register a land plot can be made by any state cadastral registrar chosen randomly by the State Land Cadastre system.
The document was developed to increase the level of accessibility, openness and transparency in the provision of administrative services for state land registration. The start of the pilot project to introduce the principle of extraterritoriality in the state registration of land plots is planned for June 10 and will continue for 2 years.
In particular, the following procedures are being improved:
– reduction of land plot registration from 14 to 7 working days;
– implementation of the principle of extraterritoriality when providing the corresponding service;
– elimination of the reasons that make it necessary for applicants to repeatedly apply with applications and documents through the center for providing administrative services to state cadastral registrars (in case of refusal of state registration).
The resolution also brought the possibility of ordering, conducting and receiving the results of the state examination of land management documentation in electronic form through the Unified State Portal of Administrative Services and the information systems of the State Geocadastre integrated with it into compliance with the requirements of current legislation.
The mechanism for correcting errors in the information of the State Land Cadastre is being improved, in particular, by empowering certified land surveyors to correct errors in the application of coordinate systems of land parcels (including errors that occurred when converting from one coordinate system to another), which were formed before January 1, 2013 and information about which was transferred to the State Land Cadastre and errors in location information land plots.
