The land auction takes place in six stages, each of which has its own subtleties. During the webinar, the project manager of “Prozorro.Prodazhi” Vladyslav Uryvskyi announced this.
According to him, the land auction begins with the fact that the owner of the land or the lessor must announce the auction. Further, proposals are accepted online in the question-answer mode through the Prozorro system. The specialist explained that at this stage, potential buyers ask any questions that the seller receives and answers on the Prozorro portal.
“The deadline for accepting offers is from 30 to 45 calendar days. That is, the buyer should understand that he has a lot of time. Businessmen and farmers can even create a plan thanks to the filters of the “Prozorro.Prodazhi” service, so that every 5 days they do not have to search for a list of land plots in which they are interested and do not hire additional lawyers in order to find out all the necessary information about the plot”, – noted Vladyslav Uryvskyi.
After the potential buyer has received all the necessary documents for the plot, he must submit the relevant documents, the security deposit and the offer price.
“No one will see the offer price. Accordingly, the state, as the organizer of the auction, will not influence buyers and sellers,” added Vladyslav Uryvskyi.
The next stage is bidding. After they have taken place, the winner who submitted the highest offer signs the bidding protocol, for which he has three working days. After signing the protocol, the buyer sends the protocol to the auction organizers, and the organizer approves it. Next, the contract is signed – it can be signed both in paper form and with the help of a digital signature (EDP). After signing, the seller uploads all documents to the Prozorro system and they will be available in the statistics of the auction module.
