2022.

AGRICULTURAL ADVISORY SERVICES AND PARTICIPATION IN COMMUNITY COUNCILS.

Advisory services were provided to 96 farms in the Lviv region on agronomy, accounting, business planning and grant applications;

On 16 February 2022, Ihor Vuytsyk, Chairman of the Board of the Lviv Agrarian Chamber, was appointed to the Public Council under the Main Directorate of the State Tax Service in Lviv Region

 

PARTICIPATION IN INTERNATIONAL AGRICULTURAL EVENTS

On 9 February 2022, representatives of the Lviv Agrarian Chamber took part in a meeting of the working group on the creation of an AKIS model for Ukraine. They discussed key issues regarding an integrated approach to supporting modernisation, innovation and knowledge flows through which farmers can draw information to make quick and correct decisions.

On 1 April 2022, a delegation from the Lublin Chamber of Agriculture, led by its president Gustaw Jedrzejek, visited the Lviv region. The delegation included Karol Bujoček, editor-in-chief of the agricultural publication ‘Top agrar POLSKA’. The delegation visited the Lviv Agricultural Chamber to discuss humanitarian cooperation in the context of Russia’s military aggression against Ukraine. During the meeting with representatives of the Lviv Agricultural Chamber, areas of technical assistance for farmers in the Lviv region were discussed. The delegation also presented the Lviv Agricultural Chamber with food and personal hygiene items for people affected by the hostilities.


On 2–3 July, the 34th Agricultural Exhibition of Feed, Livestock and Machinery took place in the town of Sitno, Lublin Voivodeship, Poland. The management of the Lviv Agrarian Chamber and authorised representatives took part in the exhibition’s events.

 

HUMANITARIAN ACTIVITIES RELATED TO THE CHALLENGES POSED BY RUSSIA’S MILITARY AGGRESSION AGAINST UKRAINE.

Humanitarian support for farms and agricultural enterprises:

95 tonnes of seed potatoes were provided to 20 farms. Donor organisation – the Ministry of Agriculture of the French Republic. Project duration – 6 April 2022 – 7 April 2022.


2,451 units of maize seed were provided to 113 farms in the Lviv region. Donor organisation – Monsanto Seeds LLC. Project duration – 21 April 2024 – 27 April 2024.

            210 agricultural enterprises and farms were provided with planting material – 36.7 tonnes of winter wheat seeds, 17.4 tonnes of maize seeds, 12 tonnes of soya beans, 17.4 tonnes of sunflower seeds and 5 tonnes of grass seed mix. Donor organisation – “SAATBAU LINZ”, Austria. Project duration: 25–28 April 2022.

5 tonnes of grass seed mix were provided to farmers in the Makariv district of the Kyiv region. The donor organisation is “SAATBAU LINZ”, Austria. Project duration: 25 April 2022 – 28 April 2022.

20 tonnes of seed potatoes were provided to 18 farms and family farms. Donor organisations: Central Plains Group and Meijer Potato. Project duration: 2 May 2022 – 3 May 2022.

Project ‘BREAD FOR PEACE IN UKRAINE’ No. 01/09-2022 dated 21 September 2022

-72 small family farms in the Lviv region were provided with grass seeds and winter wheat seeds. A total of 28 tonnes of winter wheat and 2.4 tonnes of grass seeds were distributed. Donor organisation – Non-profit social cooperative “PAUSA CAFÉS.C.S.SOCIAL CO OPERATIVE”, Italy.


Project duration: 1 September 2022 – 30 October 2022. Project budget: €16,000.00.

Humanitarian support for socially vulnerable groups and the institutions caring for them.

– Agreement GRANT SUBAWARD MERCY CORPS GLOBAL Action-23888S001LA C -Ukraine Action-23888S001

Humanitarian aid in the form of food and hygiene items was provided to those affected by the war in Mykolaiv Oblast (Kinburn Spit); Mykolaiv Oblast, Yuzhnoukrainsk; Sumy Oblast, Okhtyrka, Lebedyn and Trostianets; Chernihiv Oblast, Chernihiv Raion, Kyselivska Territorial Community, village of Kyselivka. Donor organisation – Mercy Corps. Project duration – 07/03/2022 – 08/04/2022. Project value – USD 4,500.00;

Humanitarian aid was provided in the form of food and hygiene items, as well as bedding sets, for IDPs who arrived in the Lviv region and are living in 7 territorial communities. Donor organisation – Delegation of the Danish Refugee Council in Ukraine (DRC). Project duration: 25 March 2022 – 1 June 2022. Project budget: US$21,000.00;

– Emergency response in Ukraine LAC-Country Response – 33773S228

Humanitarian aid in the form of food, hygiene items and equipment (electric generators, chainsaws, power banks) was provided to IDPs affected by the war at the following institutions: Nizhyn Military Administration, Chernihiv Oblast; Lebedyn City Council, Sumy Oblast. Tavriya Village Council, Zaporizhzhia District, Zaporizhzhia Region; Teresva Town Council, Tyachiv District, Zakarpattia Region; Vapniarka Town Council, Tulchyn District, Vinnytsia Region. Donor organisation – Mercy Corps.  Project duration: 22 April 2022 – 22 June 2022. Project budget: US$48,175.00;

– GCP/UKR/012/EU ‘Inclusive, competitive and sustainable development of value chains for agriculture, fisheries and forestry’

Support for agricultural production to improve food availability and access to food in six local communities in the Lviv region. Vegetable seed kits were distributed to 1,000 households, and seed potatoes to 265 households.

Donor organisation – Food and Agriculture Organisation of the United Nations (FAO). Project duration – 11 April 2022 – 30 September 2022. Project budget – US$20,780.00


– Project: ‘Support for civil society organisations (CSOs) to provide cross-sectoral emergency assistance to IDPs and conflict-affected persons in Ukraine’.

Humanitarian aid in the form of food and hygiene kits was provided to 2,000 IDPs affected by the war in five communities in Sumy Oblast: Velykopysarivska TG, Myropilska TG,   Novoslobodska TG, Shalyhinska TG, Zno-Novgorodska TG, and in five communities in Chernihiv Oblast: Sosnytska TG, Dmytrivska Novgorod-Siverska TG, Sribnyanska TG, and Ivanivska TG. The donor organisation is the Delegation of the Danish Refugee Council in Ukraine (DRC). Project duration: 15 October 2022 – 30 March 2023. Project budget: US$60,400.00

Advisory services were provided to 59 farms in the Lviv region on issues relating to aquaculture, agronomy, accounting, business planning and grant applications;

2. PARTICIPATION IN SCIENTIFIC, INFORMATIONAL AND INTERNATIONAL EVENTS.

On 2 March, representatives of the Lviv Agrarian Chamber took part in the conference ‘New Opportunities for Craft Producers’, held at the ‘Lvivarnya’ Museum and Cultural Complex.

On 8 June, the Western Ukrainian Export Forum took place in Lviv – a platform for presenting export products and discussing trends in Ukrainian exports to EU countries and new markets. Representatives of the Lviv Agrarian Chamber took part in the forum.


On 1–2 July 2023, representatives of the Lviv Agrarian Chamber, at the invitation of partners from the Lublin Chamber of Agriculture, visited the 35th Agricultural Exhibition of Livestock, Feed and Machinery in Sitno, Zamość, Republic of Poland.      



On 15–16 September, the Lviv Agrarian Chamber held an international conference entitled ‘New Challenges and Opportunities for Cooperation in the Agrarian Sector During Wartime. 25 Years with the Lviv Agrarian Chamber’.

Conference participants discussed topical issues regarding institutional changes in Ukraine’s agriculture during the war; the search for new avenues and opportunities for international cooperation in the agricultural sector; the experience of civil society institutions in achieving positive results in reforming the agricultural sector; and their influence on the shaping of agricultural policy in Ukraine. The conference was attended by: the First Deputy Minister of Agrarian Policy and Food of Ukraine, senior officials from the Lviv Regional Military Administration and the Lviv Regional Council, representatives of scientific institutions, representatives of international programmes and projects in Ukraine, farmers, heads of agricultural enterprises, and authorised representatives of the Lviv Agrarian Chamber and the Agrarian Chambers of fifteen regions of Ukraine. Delegations of representatives from the agricultural sector in Poland, Italy, France and the Czech Republic attended the conference. During the conference, an appeal was adopted to the President of Ukraine regarding the need to amend legislative acts concerning the conditions for the transfer of agricultural land and the improvement of land use regulations. A Memorandum of Cooperation was also signed during the conference to raise legal awareness and inform citizens on the protection of biodiversity in the cross-border territories of Ukraine and Poland from the Sosnowski’s hogweed population, involving nine local communities in the Carpathian region of Lviv Oblast, the Lviv Agrarian Chamber and Lviv National University of Natural Resources.

On 26 September, on the initiative of the Lviv Agrarian Chamber and with the support of the EU Project ‘Institutional and Policy Reform of Small-Scale Agriculture in Ukraine’ (IPRSA), a round-table meeting was held on the activities of the AKIS in Ukraine to support the sustainable development of small-scale farms. The event was attended by farmers, agricultural advisers, members of the Lviv Agrarian Chamber, and academics.

On 13 October, a roundtable discussion was held at the S.Z. Gzhytskyi Lviv National University of Veterinary Medicine and Biotechnology on the topic: ‘An innovative model for the sustainable development of agribusiness to ensure food security in the post-war period’.

The event was attended by agricultural producers, scientists, representatives of state authorities and representatives of the Lviv Agrarian Chamber.

On 14 October, with the support of the Food and Agriculture Organisation of the United Nations (FAO) and the Department of Agro-Industrial Development of the Lviv Regional State Administration, a conference was held to mark ‘World Food Day’. Representatives of the Lviv Agrarian Chamber, farmers from the Lviv region, representatives of local government and authorities, as well as members of the public, discussed the obstacles, opportunities and prospects for the development of the agricultural sector in wartime conditions, the development of rural areas, and the sustainable management of water resources in agriculture.

On 28 November, an educational and informational event entitled ‘Agricultural Production and Rural Development. Priorities during the preparatory phase of EU accession. Practical Aspects for Farmers’ took place in Ukraine. This event was organised by the EU project ‘Institutional and Policy Reform of Small-Scale Agriculture in Ukraine’ (IPRSA) in cooperation with other international technical assistance projects and programmes and with the support of the Ministry of Agrarian Policy and Food of Ukraine. One of the speakers was Hanna Hnativ, a representative of the Lviv Agrarian Chamber, who outlined current information on land lease legal relations in agriculture: practical advice during martial law. Representatives of the Lviv Agrarian Chamber also participated in the event.

Humanitarian activities related to the challenges posed by Russia’s military aggression against Ukraine.

3.1. Humanitarian support for farms and agricultural enterprises:

Project ‘BREAD FOR PEACE IN UKRAINE’ No. 01/03-2023 dated 1 March 2023 – over a period of 9 months, the Lviv Agrarian Chamber purchased food products from farms in the Lviv region to provide shelter for internally displaced persons. Cheese, juices, fruit, honey, meat products, eggs and biscuits were purchased. The donor organisation is the non-profit social cooperative “PAUSA CAFÉS.C.S.SOCIAL CO OPERATIVE”, Italy. Project duration: 1 March 2023 – 30 December 2023. Project budget: €15,000.00.

Project ‘BREAD FOR PEACE IN UKRAINE’ No. 02/09-2023 dated 28 September 2023 – 80 small family farms in the Lviv region were provided with grass seeds and winter wheat seeds. A total of 38 tonnes of winter wheat and 2.7 tonnes of grass seeds were distributed. Donor organisation: Non-profit social cooperative “PAUSA CAFÉS.C.S.SOCIAL CO OPERATIVE”, Italy. Project duration: 28 September 2023 – 30 October 2023. Project budget: €23,000.00.

3.2. Humanitarian support for socially vulnerable groups and the institutions caring for them.

– Project: ‘Emergency food security and assistance for people affected by the conflict in Lviv Oblast’.

2,150 people in 11 local communities in Lviv Oblast, including IDPs and others affected by Russia’s military aggression in Ukraine, were issued personalised ‘Blago’ vouchers worth 12,000 UAH each to purchase agricultural equipment and building materials at the Epicentre K retail chain. The total value of the aid provided amounted to 258,000,000 hryvnias. The donor organisation is the Food and Agriculture Organisation of the United Nations (FAO). Project duration: 17 January 2023 – 30 April 2023



– Project: ‘Emergency Food Security and Assistance to People Affected by the Conflict in Lviv Oblast’.

One thousand households raising pigs and chickens in 31 local communities in Lviv Oblast received 312 tonnes of balanced feed and feed and vitamin supplements. Donor organisation – the Food and Agriculture Organisation of the United Nations (FAO). Project duration – 17 January 2023–30 August 2023.
