In connection with the military aggression of the Russian Federation against Ukraineby the decree of the President of Ukraine dated February 24, 2022 No. 64/2022, martial law was introduced in Ukraine

stat.

The Law of Ukraine “On Military-Civil Administrations” defines theorganization, powers and order of activity of military-civilianadministrations, which are formed as a temporary forced measure with elementsmilitary management organization to ensure security and normalization oflife activities of the population in the area of repelling armed aggression of the RussianFederation.

Articles 4 and 5 of the said Law define the powers and rights ofmilitary-civilian administrations. Among the powers, in particular, ensuringbalanced economic and social development of the relevant territory,effective use of natural, labor and financial resources, as well asthe right to temporarily limit or prohibit the movement of vehicles andpedestrians on streets, roads and terrain.
