The Ukrainian government has updated the list of agricultural products subject to export licensing

The Ukrainian Government has approved a new list of agricultural products whose export is subject to mandatory licensing. The relevant Resolution of the Cabinet of Ministers No. 1133 of 31 October this year has been published on the ‘Government Portal’

This document amends CMU Resolution No. 1466 of 27 December 2022 ‘On the Approval of Lists of Goods Subject to Export and Import Licensing, and Quotas for 2023’.

The list of these products includes:

· wheat and a mixture of wheat and rye (meslin) (UKT ZED code 1001);

· rye (1002);

· barley (1003);

· oats (1004);

· maize (1005);

· soya beans, whether or not broken (1201);

· rapeseed or colza seeds, whether or not broken (1205);

· sunflower seeds, whether or not broken (1206 00);

· soya oil and its fractions, refined or unrefined, but without any change in their chemical composition (1507);

· sunflower, safflower or cotton seed oil and their fractions, refined or unrefined, but without any change in their chemical composition (1512);

· rapeseed (from rapeseed or colza) or mustard oil and their fractions, whether or not refined, but without any change in their chemical composition (1514);

· oilcake and other solid waste and residues resulting from the extraction of vegetable or microbial fats and oils, excluding waste of heading 2304 or 2305, whether or not ground, whether or not in the form of pellets (2306).

 

Licences for the export of the goods specified in this Annex shall be issued within a period not exceeding 10 working days from the date on which the Ministry of Economy receives an application for licences for the export of such goods.

At the same time, applications for export licences for wheat, maize, and sunflower and rapeseed seeds to Bulgaria, Romania, Slovakia, Hungary and Poland shall be considered within 30 days in accordance with the procedure established by the Ministry of Economy.

Resolution No. 1133 shall enter into force 10 days after its publication.
