According to the Ministry of the Environment, instead of printing out piles of paperwork and waiting, it is now possible to conclude an agreement on holding a public consultation as part of the environmental impact assessment procedure in just a few minutes.
The agreement can be concluded either directly by the client of the planned activity or by their representative.
To do this, you need to log in to the ‘EcoSystem’ online platform via the link: http://surl.li/hbkpk and follow these steps (brief instructions developed by the Ministry of Ecology):
Step 1. If you are concluding the agreement on behalf of a separate division/branch, you must click ‘Yes’ and enter the EDRPOU code of the parent organisation. Then select the relevant separate division/branch. If you are concluding the agreement on behalf of the parent organisation, select ‘No’.
Step 2. Enter the details of the person signing the agreement. If the agreement is signed by an authorised representative of the client (in cases where payment for the public consultation is not made by the client of the planned activity), you must select ‘As an authorised representative of the client’. Below, select who the client of the planned activity is and enter their EDRPOU code.
Step 3. Check the information about the client and the authorised representative.
Step 4. Enter the case registration number from the Unified Register of Environmental Impact Assessments and the details of the legal entity or individual who will pay for the public consultation.
Step 5. Select the authorised body responsible for organising the public consultation. If this is the Ministry of Environment, you must also select the type of public consultation.
Step 6. Check that the details entered are correct and sign the contract. Once the contract is signed, an invoice for payment of the public consultation is generated automatically. The invoice, along with the contract, will be sent to the authorised body’s email address. All documents will also be stored in the account of the client or their authorised representative.
