On December 22, 2021, another meeting of the Board of the Lviv Agrarian Chamber was held. A number of important issues were put on the agenda, in particular: – approval of the strategy of the Lviv Agrarian Chamber for 2022-2026. The president of the Chamber, Pavlo MUZYKA, reported on this issue, who emphasized that the main goal of the Chamber’s activities in the future is to overcome social discrimination and to promote the improvement of the welfare of the rural population, the development of rural areas by stimulating entrepreneurship in the countryside, increasing the competitiveness of agricultural production, the formation of a private owner, and the protection of social, ecological, legal, and financial-economic rights, freedoms, and interests of owners of land shares.
Based on this, the main strategic priority of the Chamber is system control over the process of implementation of agrarian policy through the constant presence of authorized representatives of agrarian chambers in the bodies of the state executive power, local self-government, at the regional and national level through participation in public events, seminars, round tables, working groups of state bodies and public organizations in matters of protecting the rights of landowners (unit holders) and defending them interests.
In order to create favorable conditions for self-organization, development of public initiative and raising the legal awareness of villagers, establishment of partnership between state authorities and local self-government for the implementation and protection of the rights of owners of land shares, satisfaction of public interests, provision of public participation in the adoption and implementation of governmental decisions, the Board has recognized the need to establish permanent and constructive cooperation with state institutions working in this area.
According to the decision of the Board, the board of the Chamber is tasked with preparing and concluding a memorandum of cooperation between the Chamber and the Department of Agro-industrial Development of the Lviv Regional State Administration, the Department of Ecology and Natural Resources of the Lviv Regional State Administration, the Lviv Scientific Research Institute of Forensic Examinations, the Main Directorate of the State Production and Consumer Service in Lviv Region, the Institute of Agriculture of the Carpathian Region of the National Academy of Sciences and other higher educational institutions of agrarian orientation. It is also considered appropriate to extend cooperation agreements with the Western Interregional Department of the Ministry of Justice in Lviv and the Authorized Representative of the Verkhovna Rada of Ukraine on Human Rights in the Western Region. These are active partners of the Lviv Agrarian Chamber with whom LAP has many years of experience in joint educational activities. And, of course, maximum efforts should be made to conclude such cooperation agreements with each newly created rural community, including the provision of advisory services to local self-government bodies on the preparation of community development strategies, implementation of socio-economic tasks, formation of civil society, etc.
In order to unite the intellectual potentials of scientists and experts – advisors, for the joint development of applied sciences, assistance in the development of the rule of law and the formation of civil society on the principles of the rule of law in rural territorial communities, the creation of the “European Academy of Innovative Providing” under the Chamber was initiated and its management team was approved. This initiative was supported by many scientists and experts, both from Ukraine and abroad, in particular – Doctor of Law Ivan Pankevych, full professor of the Faculty of Public and Economic Sciences of the Ukrainian Free University in Munich. He closely cooperates with the Max Planck Institute of International and Comparative Public Law in Heidelberg (Germany): Adam Erehemlja – Doctor of Legal Sciences, Doctor Honoriskausa University of Humanities and Natural Sciences in Sandomierz (Poland), member of the Regional Commission for Environmental Affairs, author of a significant number of articles in the field of environmental protection: Andrzej Bistyga Doctor of Legal Sciences, Doctor Honoriskausamulti, Director of the Institute of Legal Sciences of Sciences of Zelenogur University (Poland).
In 2023, 25 years of activity of the Lviv Agrarian Chamber will pass. This is a significant event in the life of the 340,000 community of land share owners. To prepare for its celebration, the Board created an organizing committee headed by the head of the LAP board Ihor VUYTSIK. The date of the celebration of this jubilee event has been determined – September 22, 2023, since it was on September 22, 1998 that the state registration of the Chamber was carried out. The organizing committee will deal with all organizational issues.
Also, at the meeting of the Board, the issue of delegation to the People’s Council at the Main Department of the State Tax Service in the Lviv Region for 2022-2023 was considered, an authorized representative from the Lviv Agrarian Chamber. A unanimous decision was made to delegate the head of the Board to Ihor VUITSIK.
